While this whole area used to be underwater and large parts of the area are on natural floodplains the properties in the villages of Westhay and Meare don't suffer from flooding as most properties are built above flood level.
The B3151 between Glastonbury and Meare does however burst its banks thus making the road impassable on around one or two occasions per year (this happened a few days before Christmas in fact), although flooding only disrupts transport for a short while and the river is tidal.
With regards to Cold Harbour Bridge - although there were due to be remedial works carried out here last year I don't believe this has yet happened as the Environment Agency believed the risk was over exaggerated.

Many thanks for the info, very helpful - just wondered, when the B3151 to Glastonbury is impassable due to temporary flooding, is the B3151 to Wedmore still open?
